can we rebuild the index with single user mode

dear friends,

I've a tables which have more than 11 billion records. and two indexes clustered and non clustered.

last four hours we're trying to rebuild the index. but not been executing as of now. i need to rebuild the index so that i can fetch the history log reports on that table.can possible to use the select statement in single user mode to fetch the history log.
