Unable to add user to a database due to Select failed because the following SET options have incorrect settings: 'Quoted_identifier'

I am trying to add a user to a database via the Management Studio and it throws the following error:

Select failed because the following SET options have incorrect settings: 'Quoted_identifier' and then talks about indexes and references error code 1934.

The error message does not identify the table involved that has the issue nor can I actually see the properties,indexes and other things related to the system tables in the Management Studio GUI.

Any help or advice on how to track down the cause of this is appreciated.
