Completely frustrated with the number of attempts I have done to create an AG in SQL 2014 developer. In past I have created AG w/o issue a number of time. Not sure what an I missing this time. Breaking my head from a week but no solution. Please help. Below is the error:

I have seen failover cluster logs and got below error:
[Verbose] 00001a1c.00002704::2020/03/24-07:17:46.715 ERR [RHS] s_RhsRpcCreateResType: (126)' because of 'Error loading resource DLL hadrres.dll.'
